Misalignment between qualifications and business needs perists

Fadda: “The VET offer of Vocational Institutes is progressively going to merge into the new model. The Regions are adapting the offering and the schemes in line with the implementing decree aimed at reforming Vocational Institutes. This is an important signal in the attempt to overcome the gap between demand and supply of skills connected to VET.”

 

Rome, 30 May 2023 – The yearn for practical training is growing among young people, who increasingly choose VET courses. In 2020-2021, the number of enrollments increased by 79 percent compared with the previous year. There are a total of 33,663 enrolled individuals – just a few less than income support measures beneficiaries – including almost 15 out of 36 thousand individuals that fell through the cracks when two other schemes ceased to exist. Dual enrollments are also increasing (+11.4%), albeit at a slower pace than the previous year. In five years of training they have effectively doubled.

Participation in the VET (Vocational Education and Training) system, on the other hand, recorded a decrease of 10.9%, mostly among professional institutes (-23%) and for the first time also among accredited centers (-2.8%). By looking at a three-year period, enrollment percentage declined by 10.8 percent (205,789 enrolled compared to 230,811 the previous year).

This is what emerges from the XX Monitoring Report on vocational education and training system and work placement opportunities in VET. Inapp (the National Institute for the Analysis of Public Policies) produces this report every year on behalf of the Ministry of Labour and Social Policies. 

“From what has been observed – stated Sebastiano Fadda, President of Inapp – it can be concluded that the traditional VET offer is progressively merging into the new model. Regions are adapting the offering to the new subsidiary system envisaged by the implementing decree of the reform of professional institutes. This fact, together with the strengthening of the work placement scheme, is very important to reduce the gap that still persists between supply and demand of skills linked to VET qualifications and diplomas. However, this is not enough; to achieve satisfactory results, the training offer should be robustly anchored to a reliable forecasting framework of professional needs and a renewed and effective career orientation system”.

Currently, there is a considerable mismatch between companies’ needs and the annual average of qualified individuals and graduates (2022-2026 period). Specifically, the overall supply of approximately 79 thousand qualified and recently graduated young people satisfies only 67.6% of the potential demand of approximately 117 thousand jobs. 38 thousand professionals are missing and are particularly concentrated in the following sectors: 17 thousand in the mechanical sector, over 12 thousand in the construction and electrical sectors, more than 11 thousand in the administrative, secretarial and sales services sector.

Conversely, there are sectors where supply potentially exceeds demand, including in the catering, agricultural, graphic, textile and above all wellness sectors. 

Specifically, most VET applications are for the following professions: catering operators (37,723 registered), wellness operators (29,502 registered), mechanical operators (13,298 registered), electrical operators (11,121 registered) and motor vehicle repair operators (11,001 registered). Among new professional figures, IT operators stand out, despite having been introduced this year, with the highest number of enrolled individuals in the first year (846) of activity.
