Forlani on Citizenship Income

13th June 2024 – Available on the website of the Ministry of Labour and Social Policies are the Report on the evaluation of the outcomes of Citizenship Income (Reddito di Cittadinanza), inclusive of the Citizen’s Pension (Pensione di Cittadinanza), and the Monitoring Report on the impact of the benefits for the entire period of the provision’s validity (1st April 2019 – 31st December 2023), preceding the implementation of the reform effective from 1st January 2024 with the introduction of the Inclusion Allowance (Assegno di Inclusione).

Commenting on the outcomes of the data provided by statistical surveys and the monitoring of measures is Natale Forlani, President of Inapp, in his capacity as President of the Scientific Committee for the Evaluation of Citizenship Income, established at the Ministry of Labour.

“The introduction of Citizenship Income,” stated the President, “has led to a significant increase in the participation rate compared to the previous Inclusion Income (Reddito di Inclusione). However, overall, the ratio between expenditure incurred and results achieved, in terms of reducing the number of people in poverty and the effectiveness of active labour market policies and social inclusion measures, is not satisfactory.”

“The final evaluation of Citizenship Income can be divided into three phases that have characterised the management of the provision: the initial phase of benefit provision in the absence of adequate monitoring tools and active policy services, the two-year period of the Covid-19 pandemic contributing to poverty alleviation alongside other income support measures launched by institutions, and the economic and employment recovery, which saw a substantial reduction in applications but coincided with a sharp rise in inflation. The new measures introduced by the reform, the Inclusion Allowance and Support for Training and Employment, address some of the criticisms of Citizenship Income and strengthen the role of active policies within the context of strong employment growth, but they will also need to be evaluated for their effectiveness in poverty reduction. In this regard, the Scientific Committee has formulated several recommendations for the relevant institutions, starting with the need to adjust the ISEE income threshold for participation in measures, taking into account the inflation rate recorded in recent years.”
