The project Modernizing Social Protection Systems in Italy is created with the aim of promoting and supporting reforms that will improve Italian workers’ access to the social protection system. In particular, following the changes in the labor market due to both the digitization and the aging of the population, the project pursues three objectives: the definition of future work scenarios, with a focus on non-standard and self-employed workers, the assessment the relevance of the risks of inadequacy of public pension benefits by simulating the future career of workers, and the evaluation of the pros and cons of private pension schemes. To assess the effectiveness and sustainability of different policy recommendations to reform the social protection system, the MOSPI project will analyze alternative political scenarios.
The partnership is made up by Inapp, Ministry of Finance – Department of the Treasury and Fondazione Giacomo Brodolini; Inapp is the coordinator. The partnership allows the access to a large and detailed set of data, both administrative and draw by survey, thanks to which it will be constructed precise scenarios and will be estimated costs and benefits of the suggested reforms.
At European level, the MOSPI project can be considered a pilot experience both in terms of methodology and of results thanks to the use of sophisticated econometric techniques and of a dynamic simulation model (T-DYMM).
